1371 — Pi-Zero Symmetry Does Not Supply the Missing Eighth
Epistemic-graph event: 1400.
Stirling expansion of the Riemann–Siegel phase gives
Thus the difference between the phase-volume constant 1 and the smooth
zero-count constant 7/8 is exactly the archimedean phase
Although a symplectic quarter rotation has an order-eight metaplectic lift,
the source D4 action is trivial on the rank-one component lattice and its
dual. Its induced symplectic action is identity, whose metaplectic lifts
provide only a central sign—not the required eighth phase.
Therefore the missing constant is not derived from pi_0 source symmetry.
A successful metaplectic repair needs a richer physical coefficient–Betti
fiber with a canonical nontrivial symplectic rotation.
Scope: this does not exclude such a correction on a future higher-rank physical fiber.
