1395 — Weil Gives the Global Prime–Gamma Boundary Morphism

Epistemic-graph event: 1439.

For logarithmic test functions, let g∗(u)=g(−u)‾g^*(u)=\overline{g(-u)}. The Weil explicit-formula functional has arithmetic side

W(h)=W∞(h)+Wendpoint(h)−∑n≥2Λ(n)n(h(log⁡n)+h(−log⁡n))W(h)=W_\infty(h)+W_{\rm endpoint}(h) -\sum_{n\ge2}\frac{\Lambda(n)}{\sqrt n} \bigl(h(\log n)+h(-\log n)\bigr)

and spectral side

W(h)=∑ρh^ ⁣(ρ−1/2i).W(h)=\sum_\rho \widehat h\!\left(\frac{\rho-1/2}{i}\right).

Therefore

RH  ⟺  W(g∗g∗)≥0 for every admissible g.\boxed{\mathrm{RH}\iff W(g*g^*)\ge0 \text{ for every admissible }g.}

The radical quotient of

⟨g1,g2⟩W=W(g1∗g2∗)\langle g_1,g_2\rangle_W=W(g_1*g_2^*)

is the canonical global, cutoff-independent prime–gamma boundary quotient. It is source-derived and unconditional, but indefinite until RH positivity is proved.

Its formal Cauchy-feature Gram kernel is exactly the Ξ\Xi Pick kernel of Ledger 1391. The remaining analytic gate is extension from compact test functions to those resolvent vectors, followed by closability, compact resolvent, and the regularized determinant theorem.

Scope: the global morphism and radical quotient are derived; positivity/RH and the closed self-adjoint operator remain unproved.
