1398 — CCM Semilocal Scaling Quotient Stops Before the Xi Determinant

Connes--Consani--Moscovici provide the closest known realization of our Weil-radical/scaling architecture. Their archimedean source map factors under Mellin transform as
and multiplication by (s) on the resulting quotient of the Hadamard topological ring has spectrum equal to the nontrivial zeta zeros. This is a genuine algebraic/topological spectral quotient, not a zero-seeded numerical fit.
For every finite set (S) of places, their semilocal Hardy--Titchmarsh transform also gives the exact multiplier
and a canonical Hilbert realization of the ambient self-adjoint scaling pair.
These facts do not yet coexist on the operator required here. Exact zero recovery is proved on an entire-function quotient; self-adjointness belongs to the ambient finite-place Hilbert scaling operator; and the prolate comparison is a limiting infrared/ultraviolet strategy. No compact-resolvent realization or determinant identity with completed Xi is proved.
The smallest obstruction is (S={\infty,p}): its Hilbert pair is unchanged when an omitted prime (q) is varied, while completed Xi changes by the nonconstant factor (L_q). A global claim therefore requires an independently controlled all-places limit preserving domains, self-adjointness, compact resolvent, and determinants.
What survives is important: the CCM construction validates the analytic provenance of our Weil radical quotient and supplies exact finite-place approximants. It neither proves Weil/Pick positivity nor supplies the separate physical coefficient--Betti relative-chain pushforward.
