1409 — The Mellin Source Generates Exactly the Xi Ideal

Sequence claim: `seqclaim-6ddaab989631fe304d0609eb`.

Epistemic-graph event: 1461.

CCM’s published closure quotient certifies the zeta-zero spectral set but does not state its local scheme multiplicities. The operator-invariant algebraic repair is canonical.

Let RER_E be the span of the Fourier images of the explicit Mellin source family inside the Hadamard ring B=H≤1B=\mathcal H_{\leq1}. Proposition 3.6 says that RER_E consists of all polynomial multiples of Ξ\Xi. Therefore the smallest spectral-multiplier ideal containing the source range is

IE=BRE=(Ξ).I_E=BR_E=(\Xi).

Indeed, every source image is divisible by Xi, while Xi itself occurs in the range. The source-saturated quotient

QE=B/IE=B/(Ξ)Q_E=B/I_E=B/(\Xi)

has local algebra Oλ/(Ξ)\mathcal O_\lambda/(\Xi) of length equal to the exact zero order mλm_\lambda. Hence the jet filtration, residue pairing, associated-graded polarization, and Cauchy-jet boundary of Ledgers 1402--1408 descend with full multiplicity without relying on CCM’s unspecified closure topology or a supplied zero list.

This closes the algebraic Mellin-quotient provenance gate. The resulting operator is self-adjoint exactly when its intrinsically recovered spectrum is real—equivalently, under RH.

Scope: unconditional algebraic source-ideal theorem; no proof of RH and no physical coefficient--Betti pushforward.
