Entry 2349: Diagnostic, capability, and policy form a cross-sector lifting ladder
A strict four-sector audit required three independently source-typed objects:
- an operational diagnostic generated by an instrument;
- an admissible successor-operation fiber;
- a source-derived policy selecting a section.
The completed-stage census is
Scattering realizes the full triple at instrument-density scope: Cut record, completion fiber, and source-derived elastic section. Topology has a syndrome and recovery fiber but no source decoder policy. Cosmology has a relational boundary-score diagnostic but no successor instrument. Flavor has quotient fibers but no operational diagnostic instrument or proper-image task.
Thus the common result is an ordered lifting skeleton,
not a claim that every sector already contains the completed triple. The
observed 3,2,1,0 staircase is recorded as an anomaly/pattern; it is not used
as evidence beyond the separately typed sector audits.
