2411 — D(S3) Capability Is Resource-Relative and Frozen Obstruction Survives Extension
Verdict
Capability is a judgement relative to an admitted resource theory. In the frozen D(S3) stabilizer theory, the distance-three stabilizer subcompiler is executable while the complete endpoint compiler is obstructed. Its 50 encoded rails are defined acquisition data, not a full circuit cost; physical gate count, depth, and magic-ancilla count are undefined.
An authorized magic-resource extension makes the complete compiler conditional upon the preserved one-fault contract. It does not retroactively rewrite the frozen obstruction, and restriction recovers that obstruction. Formal support, transported labels, or a proposed resource do not establish execution without admission authority and replayable evidence.
Scope
This finite result types the completed D(S3) fault-tolerance programme through the data-descent kernel v2. It does not provide a physical magic factory, spacetime schedule, or asymptotic resource optimum.
