Flavor DPC survives only as a bounded source-relative audit

Hostile countermodels retract the universal flavor DPC. Valid explanations may be point predictions, quotient measures, universality classes, effective dynamics with memory, approximate recovered ensembles, and calibrated detector-conditioned observations. Chronological priority, microscopic uniqueness, exact presentation intertwining, and an unbounded existential UV class are not valid universal gates.
What survives is a bounded audit of one frozen candidate/resource class. An
independently validated physical model produces an implemented ensemble or
channel; a separate verification model certifies its recovered physical16
law within declared accuracy, UV/IR scale, scheme, time, and resource budgets.
Counterfactual restriction removes a resource class and all derived
descendants.
WP118 passes 16/16 exact gates. Current status:
audit_framework_defined_no_candidate_admitted. The next gate is to freeze one
independently validated bounded UV class and its budgets.
