2693 — Prime-Shift Defect Is a Full-Rank but Unstable Hankel Boundary Window

Replacing finite boundary jets by the complete moving-cut history restores finite-cutoff rank. For (L=\log p), the unilateral prime-shift defect is

(HTL−τLH)c(t)=10≤t<L∑jcjΦ(qj+L−t).(HT_L-\tau_LH)c(t) =\mathbf 1_{0\le t<L}\sum_jc_j\Phi(q_j+L-t).

After reflecting the boundary-window coordinate, this is the Hankel kernel (\Phi(q+u)). Its distinct theta translates are linearly independent on every finite cutoff.

Nevertheless, it is not a completion-stable decoder. For one cut (q\to\infty),

∥hq∥2⟶∥Φ∥22>0,∫0L∣Φ(q+u)∣2 du⟶0.\|h_q\|^2\longrightarrow\|\Phi\|_2^2>0, \qquad \int_0^L|\Phi(q+u)|^2\,du\longrightarrow0.

Thus the boundary-window Gram has full finite rank while its smallest generalized eigenvalue against the seam Gram collapses. Fixed-origin prime-shift incidence cannot transfer the complete seam reserve. Reciprocal modular sewing is the remaining source-native candidate for returning distant history to the seam.
