Finite quotient rank gives (\beta_N>0); completion stability requires (\inf_N\beta_N>0). The exact family with seam rows ((1,0)) and ((1,1/N)) has full rank and the same row space as the residual at every cutoff, while its domination constant grows at least as (N).
