2682 — A Stable Decoder Requires an Authorized Actuator Lift
Stable inference (R=SH) becomes executable cancellation under (x\mapsto x-BHx) only when
so the decoder lifts as (S=RB) on observed data. Perfect observation and a norm-one decoder can coexist with an actuator algebra reaching only one of two residual directions. An algebraic full actuator is not source-authorized merely because it repairs the fixture.
