2691 — Cutoffwise Compatible Actuators Need Not Form a Pro-Constructor
A completed actuator requires (p_NB_{N+1}=B_Nq_N). Unique bounded cutoff solutions do not imply this law. The forced family (B_N=(-1)^N) has norm one at every stage while every adjacent naturality defect equals two, so no inverse-limit actuator exists.
