2709 — Hilbert–Schmidt Overlap Budget Certifies the Schur Gap
The exact normalized core–tail operator norm can be bounded by the square sum of its source-frame incidences. A cutoff-independent squared-overlap budget strictly below one certifies completion-stable source coercivity. The test is sufficient but not necessary: diffuse high-rank overlaps can violate the Hilbert–Schmidt budget while retaining an operator-norm Schur gap.
