2779 — Local Decoder Origins Glue Only When the Transport Cocycle Is Trivial
Local decoder frames over a parameter graph have logical transition displacements . Changing local origins adds a coboundary; cycle holonomies define an obstruction in (H^1(P;H)). A global transported origin exists exactly when this class vanishes. A local vacuum or tensor unit solves pointing but not necessarily transport monodromy.
