3076 — Modular Scattering Unfolds Each Riemann Zero Across the Unitary Seam
The one-cusp modular scattering coefficient is
Every Riemann zero ( ho) unfolds into a scattering pole at ( ho/2) and a scattering zero at ((\rho+1)/2). Under RH these occupy the vertical lines (1/4) and (3/4), symmetrically placed around the unitary scattering seam (1/2).
This explains the half offset and reciprocal fold geometrically. It does not prove RH: self-adjoint scattering enforces unitarity on the half line but does not confine continued resonances to the quarter line. Because the modular surface has one cusp, its scattering matrix is scalar and retains no multi-channel defect multiplicity.
The next gate is the uncompressed Fourier-mode Green form of the Eisenstein series before constant-term scattering compression.
Scope
This is an exact automorphic reinterpretation and a scalar-scattering no-go, not a zero-confinement theorem.
