3082 — Unit-Equivariant Character Twists Do Not Constrain the Trivial Riemann Block
The compact unit action decomposes the adelic source into character sectors. Every source comparison commuting with that action is block diagonal:
The Riemann vacuum occupies the trivial block, while nontrivial characters produce different Dirichlet or Hecke sectors. Consequently, their positivity or resonance data cannot constrain the Riemann block without an independently sourced cross-character incidence operation.
Character enlargement alone therefore supplies no descent theorem to RH. The next attack returns to the rational-diagonal Lagrangian boundary relation, which is incidence data rather than another character vector.
Scope
A conductor-changing source operation may mix characters, but its authority and descent law remain to be constructed.
