3236 — The Global Observer Lift Is Relative and Line-Valued
The additive-to-multiplicative observer map already exists algebraically as the restricted tensor product of local trace isomorphisms. Its apparent completion failure is a value-type error: the primitive anomaly has no global scalar limit but does define a flat cutoff transition cocycle.
The completed observer target must therefore be an affine torsor or line system over the restricted-product trace space. Fourier naturality becomes a line-valued higher cell with cutoff triangle coherence, not literal equality after choosing a scalar anomaly origin.
