3310 — The Observer Difference Is the Universal Seam Cocycle, Not an Exclusion Law
Result
For seam window B_L and character weight q, the fixed observer and the
contragrediently transported observer differ by
This is exactly the moving endpoint current. At a scalar zero it may remain nonzero, so it detects source information lost by the Evans readout.
However, it is a universal transport identity. A positive two-atom hostile
with contributions +1 before the seam and -1 after it has zero scalar
readout, nonzero seam current, and satisfies the observer-difference identity
exactly. Detection is therefore not exclusion.
The next gate is a global constraint on the composed family of seam cocycles, not another individual seam formula.
Scope
This does not prove that no global seam-family law exists and does not prove RH. It shows that one source-derived moving seam, even though genuinely information-bearing, is not an admissibility condition.
