The Seam Cocycle Has a Universal Resolvent Homotopy but It Is a Bulk, Not Modular, Repair

The mate-square seam cocycle is the endpoint of a canonical resolvent difference. The resolvent identity gives

R−w−Rw=−2wR−wRw.R_{-w}-R_w=-2wR_{-w}R_w.

Thus the cocycle has a source-independent second-order homotopy. But the homotopy occupies the full scale bulk and exists for hostile sources as well as theta. It supplies no RH orientation by itself.

The next coherence cell is therefore another state tower. Theta arithmetic must identify it with a declared channel, cancel it by an oppositely oriented reciprocal homotopy, or annihilate it on the anti-diagonal zero-state.
