Event-Axis Proliferation Terminates at a Dependent Action Witness

Result
Adding a domain axis does not close Aspect's event compiler. Passive spin-frame covariance and active Hodge rotation share the same eight scalar axis values and the same component generator while differing as geometric operations.
The minimal structural repair is a dependent ActionWitness carrying the
operation, source and target objects, domain certificate, authority locus,
variance, geometric effect, and coherence witness. The action and domain axes
become projections of this record rather than independent authority facts.
This separates presentation covariance from state transformation and prevents a matrix coincidence from laundering authority between them.
