The Parallel-Kernel Criterion Is the Exact Active Null-Transport Law
For source transport v'=Av and scalar covector L, the scalar-null
hyperplane is transport-invariant exactly when
for some scalar alpha. Then every parallel scalar readout obeys a scalar
first-order equation, so a zero at one point propagates through its connected
sector. A known nonzero anchor excludes all zeros in that open sector.
The exact action defect is the transverse class
At finite cutoff it is falsified when the rows L and L'+LA have rank
greater than one.
This does not prove RH: the state bundle, connection, covector, and identity must be constructed from labelled theta/Tate data without dividing by the completed scalar section. The connection must also be sectorwise. Extending the same null-preserving law regularly through the seam would propagate the known seam zeros into the open half-planes.
