3889 — Reciprocal Symmetry Preserves Relative Divisor Charge
An off-seam zero and its reciprocal partner have opposite phase winding when both sector boundaries are expressed in one seam frame. Their total oriented charge vanishes, but their anti-diagonal charge equals twice the zero multiplicity.
Thus the functional equation neutralizes total divisor charge without excluding the divisor. The RH-bearing information is a sector-resolved phase port modulo exact anomaly-frame connections. Flat primitive and square anomaly transport cannot erase its integral residue.
The required next constructor is therefore an anti-diagonal phase observer defined before scalar Poisson aggregation. A reciprocal hostile Blaschke packet preserves boundary magnitude, functional-equation symmetry, and total charge while changing this relative channel.
Scope
This identifies the invariant channel in which off-seam divisor information survives. It does not construct that channel from theta data, prove its vanishing, or prove RH.
