3904 — The Divisor Supply Is Universally Positive but Need Not Be Atomic
The source-visible divisor-supply measure has the exact decomposition
This measure is unconditionally positive. Its atomic part consists precisely of critical-line folds; its diffuse part consists precisely of positive Poisson profiles from right-sector zeros.
One off-seam zero produces a strictly positive diffuse signal on every seam interval. As it approaches the line, that signal narrows toward an atom while remaining positive at every finite displacement.
RH is exactly the vanishing of the diffuse component—not positivity of the full measure, which is already universal.
Scope
This proves the positive Lebesgue decomposition. It does not prove that the diffuse component vanishes or prove RH.
