Theta Reciprocal Descent Begins Only after Infinite Label Aggregation

The theta Fourier quarter-turn does not close any finite arithmetic-label module:
Reciprocal scale descent appears only after the entire integer comb is aggregated and Poisson sewing is applied. It therefore supplies aggregate divisor symmetry, not a finite pre-readout orbit capable of controlling Evans winding.
The source tail nevertheless fixes the framed endpoint vector , so theta preserves a determinant frame rather than only a projective line. The frame remembers zero winding but does not confine it.
The next construction must combine an infinite primal--dual label correspondence with an independently sourced boundary connection before scalar aggregation.
