The Prime Fluctuation Is the Required Wave Trace, Not a Spectral-Shift Shortcut
The mean-subtracted logarithmic prime current is
with Laplace transform
It cannot simply be declared a spectral-shift function because that exchanges a Laplace transform for a resolvent transform. Instead, logarithmic differentiation turns Xi zeros into poles, yielding the precise Hilbert--Pólya target: construct a fixed self-adjoint evolution whose regularized wave trace is the completed prime-power fluctuation current.
Prime powers would then be return events, logarithmic prime lengths their times, and zeros the real spectral poles. The operator and trace formula must be derived from theta/Tate constructors rather than inverted from Xi.
