Controlled Instruments Need an Endogenous Authority Plane

The predicates feasible, informative, optimal, authorized, executed, and recorded must remain distinct. In particular, optimality does not grant authority, authority does not establish capability, and execution does not establish a durable record.
RBAC is one possible actor--role--permission realization inside the authority plane, not the whole plane. It does not by itself capture authority basis, delegation history, conditional obligation, target and locus scope, embodiment capability, persistent prohibition, or evidence dependencies.
A one-shot grant supplies the smallest endogenous witness: executing an authorized action consumes the grant, so two histories with identical plant and policy states have different future action sets. The finite checker passes 12 of 12 tests. Architectural promotion remains blocked until a non-optical sector supplies an independent history-sensitive authority witness.
