3919 — RH Is Commutativity of the Mertens--Completion Square
Finite labelled Euler products followed by scale-1/2 Cauchy expectation
give the positive Mertens sum. Its independently normalized finite part is
zero:
Completing first and then taking critical-boundary Cauchy expectation gives the BSY entropy. Their discrepancy is exactly the positive sum over right-sector zeros. RH is therefore equivalent to commutativity of this one Mertens--completion square.
The source theorem is explicit: theta--Tate completion must preserve the finite part selected by finite labelled Euler reconstruction and Mertens normalization, with every boundary channel retained. Divergent unrenormalized expectations prohibit any unjustified interchange of cutoff, logarithm, completion, boundary passage, and expectation.
Scope
This is an exact reformulation and noncircular acceptance contract, not a proof that the square commutes and not a proof of RH.
