3223 — Cross-Tower Coherence Is Itself a Fourth Tower
The operator correctly rejected the truncation of cross-tower coherence to a single cell. Relationships among the input, output, and control towers require their own hierarchy: common carrier, independent lifts, state-level comparison, transport naturality, cutoff and braid coherence, and completion descent.
Finite countermodels separate these rungs. Equal scalar traces need not give equal operators; one-cutoff agreement need not be natural; finite coherent contractions need not survive completion. The operator-valued prime boundary lift is therefore the first nontrivial arrow of a fourth tower, not the whole missing theorem.
