For a finite abelian quotient with kernel ,
Fourier transformation sends the descended block to functions supported on , and the complementary block to functions vanishing on . It therefore separates the two Mackey blocks by disjoint spectral support; it does not sew them together.
Consequently finite Fourier covariance plus cannot orient the trivial-character Wronskian. The relative phase of the two blocks remains free. Any genuine sewing must come from additional source structure: archimedean theta weighting, primitive/square currents, multiplicative prime-power induction, or global Poisson coupling.
